Ethical dilemma ââ¬â Confidentiality To begin, social work is a profession concerned with helping individuals, families, groups and communities to enhance their individual and collective well-being. Social workers engage themselves in solving problems for individuals or relationships they may have in order to have a better lifestyle. Social workers work in various areas/institutions such as childrenââ¬â¢s aid agencies, school boards, hospitals and many more.These workers perform different duties depending on their workplace. Social work has four key concepts which include, social change, problem solving, person-in-the-environment and empowerment. These elements help the social workers find a conclusion with who they are working with. Just like any other work environment, there are policies in which they must follow. The CASW code of ethics. (Canadian Association of Social Workers). In some cases, social workers tend to ââ¬Ëbendââ¬â¢ the code in order to make the right decision based on their experiences, beli efs and values. When they are stuck in a situation where they donââ¬â¢t quite know what to do, this is called an ethical dilemma. Leah Turner is a 17-year-old girl who has recently lost her mother due to cancer at Toronto General Hospital this past January. Women in Saudi Arabia are way more sheltered, and they are deprived of lots of things that men arenââ¬â¢t, like driving, or getting superior jobs in companies. In this case, ââ¬Å"The Rooftop Dwellersâ⬠allows us to explore this struggle in an Indian cultural context. Moyna, the main character in the story, faces challenges in life directly caused from being a woman. Moyna is a young lady trying to make it on her own. As we discussed in class, it is evident that this story is written from a more feminist point of view. We sympathize with the woman, and see her struggle through her own eyes. Unlike other stories we read like Punishment where we can see the women are inferior to men, The Rooftop Dwellers shows us a more personal and up-close aspect of the issue. Throughout the story, Moyna is being judged, mistreated, and even disrespected. She has to struggle in her job, stand up to her landlords, and deal with Delhiââ¬â¢s menââ¬â¢s womanizing habits. Moving out of the hostel was her first step towards independence(although she was evicted), because a womenââ¬â¢s hostel is where a single woman is ââ¬Å"expectedâ⬠to stay. This is because although they are not at home, a hostel still provides a somewhat safe and sheltered environment where all the single women can stay together. This arrangement is not a very comfortable one though; there was nothing there but the essentials, she didnââ¬â¢t have much space, and she had to shower under a tap. She also obviously had no privacy because there were so many women there, it was even mentioned that ââ¬Å"If she left the door ajar, every girl going past would look in, scream, ââ¬â¢Oh Moy-na! ââ¬â¢ and come in to talk,â⬠(3103. ) Staying in that hostel and accepting that way of life in itself shows her determination to become an independent working woman, despite the weaknesses she displays as the story progresses. It becomes apparent from her very first encounter with her new landlords that they donââ¬â¢t take their tenants very seriously and donââ¬â¢t feel the need to treat them in a professional manner. When Moyna enters the living room, she finds the family watching the show Mahabharata and they donââ¬â¢t shut if off or even look away from it, but tell her to sit and watch it with them. The fact being that sheââ¬â¢s a young woman probably encouraged that behavior a little more. When Moyna is looking around for houses, she is turned down by many landlords because they ââ¬Å"had nothing but fear and loathing for the single working woman. â⬠She doesnââ¬â¢t understand why they would see her as such a source of inconvenience and trouble when she is only an inexperienced, naive girl trying to make it in the real world. It seems like Moynaââ¬â¢s situation is not helping her sex and relationship status together play a role in making her struggle even harder. Although this was a time of change, where more women were becoming independent and getting jobs, they are still not fully accepted into the community. Granted, itââ¬â¢s better than older times when they had no rights whatsoever and were not able to make decisions on their own, but they still havenââ¬â¢t obtained the level of respect they deserve.

This statement is considered a part of the generally accepting accounting principles. During the past 35 years after the creation of SFAS No. 13 the FASB has issued a total of six statements, six interpretations, and 11 technical bulletins on leases. When working with accounting for leases there are two different perspective or elements. The two elements are accounting for lessee and accounting for the lessor. The lessor is the original owner of the asset who rents its use to the lessee in change for a recurrent installment payment during the duration of the lease contract. There are two primary classifications of leases which are capital and operating leases. One of the most important aspects for SFAS No. 13 is that it establishes the four criteria necessary to classify a lease as a capital instead of an operating lease. If a lease fails to meet any of the four criteria established on SFAS No. 13 it fail to be classified as a capital lease. The difference between a capital lease and an operating lease is that a capital lease considers the property leased an asset in the accounting books of the company because at the end of the lease transfer of ownership occurs. The four criteria to classify a lease as a capital lease are: 1. The lease transfers ownership of the property to the lessee 2. The lease contains a bargain purchase option 3. The lease term is equal to 75% or more of the economic life of the leased property 4. The present value of the lease payments equals or exceeds 90% of the fair market value of the leased property (Weygandt & Kimmel & Kieso, 2003). The two primary classifications of capital or operating lease mentioned are from the perspective of the lessee. ââ¬Å"Appendix No. 5, Determining Lessorââ¬â¢s Type of Lease ââ¬â FASB, shows the evaluation process that can be used by a lessor to classify a leaseâ⬠(Lee, 2003, pg. 12). From the lessorââ¬â¢s perspective a capital lease can be classified as a sales type lease, direct financing lease, or a leveraged lease. Each of the three types of lessor lease classifications can be defined differently. A sales type lease occurs when the fair value of the lease is different than its carrying amount and real estate is involved and ownership of the property is transferred, or when real estate is not involved and lease meets all four criteria u nder SFAS No. 13 and two additional lease criteria which are listed below: Collectibility of minimum lease payment is reasonably predictable No important uncertainties surround the amount of unreimbursable cost yet to be incurred by the lessor under the lease (Lee, 2003). Does smoking really help to reduce the stress in students? Does smoking affect their general health? These all we discuss in our research proposal. Literature Review According to Stephen J. Heishman (1999), the 3 factors which influences smoking or are influenced by smoking habit, are stress, weight gain and performance. Addiction of nicotine is very complex process which includes biological, psychological and other factors also. If nicotine addicted person withhold nicotine, his attentional and cognitive abilities would be diminished, but these are reversed if nicotine is given to that person. In stress, smoking is eminent, but there is not any specified evidence that smoking reduces stress. In average the weight of smokers is 3-4kgs less than peoples who dont smoke and after quitting smoking weight gain is also in same manner. According to Carol Brown (2004) the use of tobacco is high in people having mental health problems. Use of tobacco is one of the preventable causes of bad health and early deaths in Scotland. According to Scottish Executive (2000), nearly 13,000 persons died each year from diseases occurs due to tobacco like diseases of heart and cancers of different parts of body (Callum, 1998).According to ASH Scotland (2004), there are many critical health risks related to passive smoking. In Scotland, sickness related to smoking costs the National Health Service around à £ 200 million per year. According to McNeill (2001), smoking risk is more among persons with mental health problems as compare to other people. According to Meltzer et al. (1996), surveys shows smoking rates were higher in people having mental problems like in people suffering from psychosis than general population. According to Wendy Wang and Paul Taylor(April8,2008),when smokers asked for their habit of smoking they usually say ,it relives our stress, but 50% of them experience stress frequently as compare to others who never smoke or smoke once and now quits. The survey also shows that smokers are more sad and unhealthy as compare to non smokers or persons who quit smoking.45% of smokers said that they are healthy as this percentage was63%in non smokers and little less in former smokers. Six out of ten current smokers satisfied with their family life whereas this ratio was seven in ten in non smokers. Satisfaction in job is also low in current smokers. According to Andy C Parrott (1999), smokers oftentimes say that smoking helps to relieve their stress whereas the level of stress is quite more in smokers. Dependency on nicotine looks as to modify stress. This resulted irregular mood pattern shown by smokers, during smoking they have good moods and bad otherwise when not smoking. The smokers require nicotine for feeling normal. According to Piasecki (2006) addiction rate is very high in tobacco smoking. Likewise withdrawal of nicotine, tonic desire is basic reason for ex-smokers, who were struggling to maintain abstinence. Use of cigarette smoking increased by 28% in the year between 1993-1997. Around 50% of college students tried smoking within that previous year and around 1/3rd are using tobacco currently. Approximately 70% of students of colleges tried tobacco in their life. A recently done study of 224 students of college showed the tendency to take risk, depression, self efficacy were decisive of smoking behaviour. Other study of 636 adult students shows that the college students using tobacco shows lower physical activities and raised depression symptoms as compare to non smokers. Moreover young adults who are in depression use tobacco for improvement in their mood. According to Wegner, Schneider, Carter and White (1987) numerous studies shows inhibiting negative or indifferent thoughts having a rebound effect. So if a person suppresses a single thought he may think about, that thought comes in his mind more quickly. For example people usually attempt to discontinue smoking by avoiding thinking about smoking. Whereas this strategy rises his thoughts of smoking and makes quitting difficult. According to Salkovskis and Reynolds (1994) study, in which contestants decrease or give up smoking by observing their thoughts about smoking. The study shows suppression, raised thoughts of smoking comparison to monitoring. However these results show that thoughts suppression made quitting much challenging. But in this study they were not said that suppression raises smoking. According to Heath Martin (1993); Chassin et al. (1994, 1996) ,Kendler et al.(1999) so many studies done in past two decades suggested that people with the history of smoking in their close relatives were continual smokers than other ones who had no history in their family. Several studies showed that persistent smoking habbit definitely had heritable element. For e.g. Heath Martin (1993) found heritability approximately of 0.53, whereas Kendler et al. (1999) found it as 0.72. These studies show the value of environmental and hereditary factors in habbit of persistent smoking but this did not clarify mechanism that shows relationship of family history and persistence. Hypotheses Smokers thought that smoking reduce stress. Smoking plays a chief role in mood elevation of a person. Generally if the parents smoke, their adult children are more attract towards smoking habit. The family members and friends of a smoker, who breathe the secondhand smoke, also harm their general health. Method Design: This is a Quantitative study of smoking habit and its perceptions among the university students. It is in the form of questionnaire. Dependent Variable: Stress, Psychological status Independent Variable: Age, Gender, smoking habit Participants: The participants are mostly the students of University of Bedfordshire who belongs to different religions and different nations. There will be 25 participants, in which 20 would be male participants and 5 would be female participants. The age of the participants is between 20-40yrs. Procedure: Each student gives a full questionnaire in which options are there and they have to tick the best option according to their choice and they are requested to give answers wisely. Questionnaire is given to each participant personally and told him or her the purpose of test. Before the participants fill the questionnaire, total information regarding the purpose of study and other related information will be given to each participant. This information is also given to the participants that this data remains confidential. This collected data will be used only for study and research purposes and not given to any other organization. After the general introduction regarding name gender etc. the participants asked to select the category of smoking-smoking in the present time, or smoking in the past years and now quitted. Then they start the main Questionnaire. Data analysis The data is collected from students of University of Bedfordshire and analyzed by SSPS. Either a significant relation exists in between the variables is studied by ANOVA. Ethical Consideration The university has accepted the request of survey in their campus. The participants are clearly mentioned about data protection and told them that this data will be used for study and research purpose only. The portrayal of his loyalty towards Emir, how he values their friendship despite Emir's betrayal, his appreciation towards Emir's father, his obedience towards his father, his difficulties, his love towards the wife and son, his well treatment towards his mother who used to abandon him, his dreams and how they shattered, and his ending fate, are Intensely heart-breaking to me. I can't help but sympathies with the character.Nevertheless, the way Hosannas carries himself, through his speeches, actions and his final letter to Emir do not show that he wants the readers' sympathy or compassion. Symbolically, he wants us to know and understand that he still chooses goodness and sincerity, In the midst of the hatred and lies. Despite having his own problems, he still hopes, wishes and wants the best for the people he loves and cares ââ¬â and he does all that unconditionally. He has a very pure heart and soul. In the story, he may be seen like a victim, yet symbolically, he is the hero. The ending is beautifully inspiring. He ends it by giving Emir a light of hope ââ¬â telling the readers, that despite anything, there is some hope. No matter how hard circumstances are and were, hope for something better is always there. The Great Gatsby: I've read the Great Gatsby more than a dozen times. It's one of books that I find I can come back to it again and again and learn something new each time. As a story there is nothing that amazing about The Great Gatsby. It's so simple and in many ways eradicable, yet works so wonderfully well, making it irresistible.It's constructed as a series of ticking time bombs that make you simultaneously want them to go off to relieve the pressure, but not go off, so you can enjoy the way things are slowly unraveling for as long as possible. My favorite part is definitely the first person narration, and how easy Fitzgerald makes it seem to put internal thoughts and commentary between plotting, dialog and observation. Though there were ma ny moments that made me feel uncomfortable: moments of anti-smelts and racism, which, on afterthought, were probably appropriate for asses America.

It is a boon for parallel development, and also for the growth of sub projects within a project..SCM tools primarily create a different version of the entire system for every user, and isolate the changes made by a developer from the rest of the code until the differences are resolved. The code is merged to the main label only after all conflicting merge points are taken care of, and it is ensured that the present changes will not have any undesired adverse effect on any other part of the code. They keep a track of the history of the source code, isolate files relevant to a particular task and reproduce the past releases. This is essential because software development goes through evolutionary phases. Initially after itââ¬â¢s release to the customer, there come in the defect fixing and enhancement requests for the next release. Hence if a bug is found at any point, it needs to be fixed in all the older versions also. For this we need to keep an exact snapshot of the previous versions which is done by SCM tools. In this essay I am going to discuss this statement and examine the factors that lead to his decision to kill the king. I shall divide the essay into 3 main parts, these are; 1. Shakespeares children were now deceased and this had put him into a mood where he would only write tragic plays instead of the usual comedies. Shakespeare included the theme of witches for James 1 as he was into witchcraft and had even wrote a book about it. The target audience of Macbeth would have been a very superstitious Christian crowd. The King was believed to have been put on the throne by God, and to kill the King would be a great sin. The belief in the existence and power of witches was widely believed in Shakespeares day. The practice of witchcraft was seen to subvert the established order of religion and society, trying to corrupt people and making them sin against God. Witch hunting was a respectable, moral, and highly intellectual pursuit through much of the fifteenth, sixteenth, and seventeenth centuries. If someone lost their soul, they would be lost to God and would be condemned to hell for eternity. Here is a definition of a soul taken from the oxford dictionary; 1. A persons soul is the spiritual part of them that is supposed to continue after their body is dead. 2. Somebodys mind, character, thoughts or feelings. From the beginning of the play, Macbeth undergoes a complete change in character from a virtuous nobleman into a monster. He has a tragic weakness ambition which, when released, draws him into a web of evil and corruption that finally leaves him with none of the noble human qualities he possessed at the beginning of the play. Before being transformed into a murderous monster, Macbeth is a popular noble and also a good friend with the King. This is shown when Duncan calls him his worthiest cousin. He shows great loyalty and devotion to both King Duncan and his country in his fight against the Thane of Cawdor. Duncan is grateful for this. He says; I have begun to plant thee and will labour / To make thee full of growing. He also fights with great courage, which he draws from knowing that he serves a good and virtuous King. This is proved when he says; Duncan / Hath borne his faculties so meek, hath been / So clear in his great office, that his virtues / Will plead like angels. He is modest when confronted with his achievements, in contrast to the arrogance that he displays after becoming king. He loves Lady Macbeth, an emotion he will eventually lose by the end of the play. Most of all, he fears what his greed and ambition can lead him to become, and he feels dubious about acting on them. When he kills the King he does it in cold blood, which shows his change after the incident with the witches. Macbeth doesnt want to kill the King but is convinced by Lady Macbeth that only good things will come from it. But just after he does kill the King, guilt overcomes him and he is left regretting the whole idea. This shows that he still wants Gods blessing. Also he says; But wherefore could I not pronounce Amen? / I had most need of the blessing and Amen / Stuck in my throat. At that time it was believed that if you could not say Amen, God would not bless you and you were doomed to eternal damnation. Ultimately he regrets killing the King. Here are some quotes that help to solidify this; I had most need of blessing I am afraid to think what I have done To know my deed, twere best not know myself Wake Duncan with thy knocking: I would thou couldst You should be thinking the obvious question: Why does Macbeth decide that he has to kill the King to become King? And, anyway, why is he not sufficiently happy with the high social position he occupies and the honoured status he has acquired among his peers? There is a very simplistic answer to this, and that is to say he is too inpatient and too ambitious. Both of these are sins and therefore Macbeth must be punished for them. As he believes that he is damned for eternity this breaks him down until he doesnt care or feel anymore. Banquo was also present when the witches predictions were made which makes Macbeth insecure. There are two reasons for this; 1. Banquos children will become Kings and 2. Banquo may suspect that Macbeth murdered Duncan. Macbeth is now in too deep to be repented for his sins and he knows this. To maintain his Kingship he decides to hire murderers to kill Banquo and his son, Fleance. This takes Macbeth beyond the murder of Duncan; it demonstrates that he will spare no one not even a close friend to secure his illegitimate kingship. He has turned his back on his closest companion and doesnt feel any guilt. This suggests that he has now become just as evil as the witches. Shortly after the murder of Banquo, the dead noble appears at Macbeths feast. The terror of seeing Banquos ghost makes Macbeth more paranoid and insecure than ever, which leads him to seek answers from the three Witches; And betimes I will to the weird sisters. / More shall they speak. For no I am bent to know / By the worst means, the worst This suggests that he still wants more and is still unhappy. He has tasted blood and now he wants more. He believes that he will lose his position as King unless he continues to kill. Eventually he has the blood of Duncan, Banquo, the two servants, Lady Macduff and her children on his hands. Blood is a very realistic image that helps people to relate blood and evil together. The Factors Which Lead Macbeth To Kill The King The witches play a vital role in Macbeths thinking about his own life, both before and after the murder of Duncan. Banquo and Macbeth recognize them as something supernatural, part of the landscape but not fully human inhabitants of it. They have malicious intentions and prophetic powers and yet they are not active agents. When I say active agents I mean that they dont do anything other than talk and offer answers. They have no power to compel. The most obvious interpretation of the witches is to see them as manifestations of evil in the world. They exist to tempt and torment people, to challenge their faith in themselves and their society. Act 1 scene 3 suggests that the witches have power but not enough to kill. This is shown when they are talking among themselves about a woman who would not give one of the witches a chestnut. The witch tells her sisters that she will make the winds blow strongly against her husbands ship. They work on Macbeth by equivocation, that is, by ambiguous promises of some future state. These promises come true, but not in the way that the victim originally believed. Macbeth takes his first step toward losing his soul when he is confronted with the knowledge that he will be king. The witches tell him; All hail, Macbeth! that shalt be King thereafter! When they say this he makes the mistake of letting his ambition overrule his judgment. If his judgment had remained intact in the face of the witches powerful prophecy, he certainly would have decided not to let his actions be dictated by a prophecy given to him by three strange witches who evade most of the questions he asks. The witches, appeal to what Macbeth wants to believe. They dont make him believe it and they do not tell him what to do in order to achieve what they prophesise. They say nothing about killing Duncan (or anyone else). In that sense, they cannot be the origin of the idea of the murder. They may be appealing to that idea, but they do not create it. The witches are said to be able to take possession of people and make them do wrong. This, seeing visions and going into trances are signs of this. The later two of these are shown, the second when Macbeth sees the ghostly dagger before he kills Duncan and the third, when he is described as rapt. These witches exist as constant reminders of the potential for evil in the human imagination. They are ineluctably part of the natural world, there to seduce anyone who, like Macbeth, lets his imagination flirt with evil possibilities. They have no particular abode and might pop up anywhere, momentarily, ready to incite an eternal desire for evil in the human imagination, the evil which arises from a desire to violate our fellow human beings in order to shape the world to our own deep emotional needs. Guilt plays a strong role in motivating Macbeth, and causes Lady Macbeth to go insane, until she commits suicide. Throughout the story, there are many different types of guilty feelings that play a role in Macbeths fatal decisions and bring Lady Macbeth to commit suicide. Although there are many instances that show the power guilt has played on the main characters, there are three examples that show this the best. One is, just after the murder of King, Duncan. Guilt overcomes Macbeth where he can no longer think straight. A second example is soon after that, where all the guilt Macbeth feels at first, changes into hate after he decides that Banquo must be killed as well. The last example is just about at the end of the play, when we see Lady Macbeth sleepwalking, and then later committing suicide; this all because of the burden of her guilt. All of these examples build the proof that in this play, guilt plays a very large role in the characters lives. Perhaps one of the strongest evidences that show guilt, is how it affected Lady Macbeth. Act 5 begins by re-entering Lady Macbeth; this time though, she is not at all the woman we were first introduced to. It begins with a discussion between a doctor and a servant about the failing health of the lady herself. Lady Macbeth enters sleepwalking. She starts to rub her arms, in a washing motion and says; Out damned spot! Out, I say! She also says; Yet who would have thought the old man to have had so much blood in him? The word blood, is really a image that we can use for the enormous guilt she feels and her action, in trying to get rid of the guilt by washing and rubbing it away. In the second quote, the old man represents, King Duncan. Her sleepwalking continues as she talks about the death of Lady Macduff; The thane of Fife had a wife. Where is she now? / What, will these hands neer be clean? After the continuous rubbing motion, Lady Macbeth cries out; Heres the smell of blood still. All the perfumes of Arabia will not sweeten this little hand. She realises that nothing could ever get rid of the smell of the blood and the guilt caused by all the murders committed by Macbeth. Its also shown here that she feels fully responsible for every person killed by her husband. Just several scenes later, Lady Macbeth commits suicide. The reason was just a build up of all the guilt. Another big influence on Macbeth is Lady Macbeth. She puts considerable pressure on Macbeth and he is eventually persuaded to commit the murder of King Duncan. Driven by Lady Macbeth, he then orders the assassination of Banquo and Fleance and of Lady Macduff and her son. The attempted murders of Fleance and Lady Macbeths son make it clear that Macbeth has no problems about killing the innocent. Being so deeply immersed in murder and death takes away his ability to feel; when Lady Macbeth dies, he reacts only by musing that; She should have died hereafter. One of the chief functions of Lady Macbeth in the early part of the play is to keep the vision of Kingship alive within Macbeth by any means at her disposal. She taunts him to act on his desires. What she is saying, in effect, is that he must not let his conscience stand in the way of his desires. Part of her tactics with Macbeth is to urge him to be more of a man. She identifies him as something unmanly. Lady Macbeth should not be blamed for the actions of Macbeth. He freely chooses to kill Duncan in response to his own deepest desires. Neither his wife nor the witches compel him to do what he does, and he is free at any time to refuse to carry out the murder or, having carried it out, to seek out various courses of new action. But his decision to carry out the deed is marked by his, perhaps evil mind. In a way, Macbeth is never entirely satisfied with what he needs to do to become king or what he really wants to do. After the murder of Duncan Lady Macbeth has thought that a little water and a few lies will clear them, but she cannot evade the psychological consequences of what she has encouraged Macbeth to do. She lacks his will power, his determination to continue, and his ability to withstand the inner torment. And so as he becomes more and more determined to keep killing his way to some final solution, she falls apart. This begins with her fainting spell as soon as the news of Duncans death becomes public, continues in her anxious fussing before and after the banquet scene, reaches its clearest expression in her sleepwalking, and concludes in her suicide. This lack of inner will to confront the consequences of her and Macbeths actions makes her story one without the tragic significance of her husbands. The phrase lack of inner will in the last paragraph is not meant to indicate some limitation in Lady Macbeth. She had thought that she could unsex herself, push away any of her deepest feelings about the love of others, and become a pure agent of destruction. So long as the murders have not started, she plays that role with great rhetorical effectiveness (especially in her taunts about Macbeths manhood). In a way her reference to Duncan looking like her father does take on an important resonance. Whats particularly noticeable, too, is the way in which, following the murder of Duncan, their relationship becomes divided. We have every reason to believe that before Duncans murder, they are very close. Certainly Macbeth shares all his thoughts and feelings with her, and she speaks to him about what her deepest thoughts are even if it is to defy Gods decision. They are at first a very close and loving couple but as more people are being killed by Macbeth (who mostly keeps them to himself and doesnt involve Lady Macbeth) Lady Macbeth is falling apart and being unable to cope with the guilt she commits suicide.

William Shakespeare's A Midsummer Night's Dream Shakespeareââ¬â¢s A Midsummer Nightââ¬â¢s Dream can be considered an archetypal comedy due in large part to the ill-defined characters. Part of what makes this play work so well is that rather than becoming too invested in any one characterââ¬â¢s hopes and fears or desires and struggles, the audience is simply rooting for things to work out well in general. If the audience became too attached to any one character, they might lose sight of the bigger picture in their concern over, for example, Demetrius remaining drugged at the end of the play, or the disturbing repercussions of Helena marrying a man who only a few acts earlier she had urged to ââ¬Å"Use me but as your spanielâ⬠¦Ã¢â¬ (2.i.212). The audience is not plagued by these difficulties, however, because the lovers are only one or two shades more real than the characters presented by the Athenian laborers in Pyramus and Thisbe. A couple of the lines uttered in and about the play-within-a-play are very remi niscent of the ââ¬Å"realâ⬠lovers whose trials and travails make up the rest of the work. The most appropriate line uttered by the mechanicals is ââ¬Å"My love! Thou art my love, I think.â⬠(5.i.207). This pretty well sums up the situation of the four lovers. Even before any fairy drugs enter the picture, they canââ¬â¢t seem to keep their affections straight. Demetrius, we learn, ââ¬Å"Made love toâ⬠¦Helena, and won her soulâ⬠¦Ã¢â¬ (1.i.109-10). This comes out as he is in court with Hermiaââ¬â¢s father, appealing to Theseus to force Hermia to marry him. His fickleness is in fact the cause of the entire conflict, since as far as we know the two couples were perfectly happy before his affections were switched. Later in the play, once the two coupl... ...worst are no worse, if imagination amend them.â⬠(5.i.224-6). He refers here to theatre, but his statement can be more broadly applied to the idea of love as seen in this play. All four of the ââ¬Å"realâ⬠lovers can be seen as ââ¬Å"shadowsâ⬠of actual peopleââ¬âthey exist to be in love, to be in love with being in love, to talk about being in love, etc. They have no function beyond that and really are not capable of much more. The lovers of the play-within-a-play, without trying too hard, can seem to be remarkably similar to Lysander, Demetrius, Hermia and Helena. With just a little bit of imagination, they are in fact ââ¬Å"no worseâ⬠. The play in Act 5 serves to reflect back an image of what we have just seen that is only slightly distorted, and it is in the smallness of the distortion that we can really understand how ridiculous the events that have just unfolded really are.

More than 18 years ago, in June 1988 President Corazon Aquino signed the Comprehensive Agrarian Reform Law and thus laid the foundation for the implementation of the Comprehensive Agrarian Reform Program. The law was passed after nearly a year of heated discussions in Congress. It was passed after the killing of 19 peasants who were members of a demonstration of 15 000 peasants asking for a meeting with the President and under the subsequent pressure of a coalition of 13 major farmersââ¬â¢ organizations who had formed a powerful umbrella group, the Congress for a Peopleââ¬â¢s Agrarian Reform, consisting of one and a half million members. The implementation of the reform did not go smoothly and met, as in other countries implementing an agrarian reform, strong resistance from large landowners. Some used their political influence to prevent confiscation, while others tried to circumvent the reform by illegal land transfers, land use conversion and other illegal means. Furthermore, the landlord dominated Congress delayed persistently the allocation of funds for the implementation of the program. Yet, despite many obstacles the Department of Agrarian Reform (DAR) and its cooperating agencies have accomplished many of their objectives. Some 2 million landless farmers have received a plot of land of their own and about 1 million tenants were given secure tenancy conditions. The reform has improved the wellbeing of the rural society and contributed to socio-economic stability in the countryside. With a coverage of about 40 percent of the rural population and 75 percent of all cultivable land the reform can be considered as one of the most successful in recent times. While some large latifundia are still to be covered, the time has come to reflect about the future role of the Department and its staff once the land acquisition and distribution component of the reform has been completed, i. e. in the post land acquisition and distribution (post LAD) period. As the experience in the Philippines and in other countries has shown the mere allocation of land to reform beneficiaries is not sufficient. In order to become successful they have to be provided with supporting services. In the past they were, to a large extent, supplied by the Department of Agrarian Reform. However, if a main part of its activities comes to an end, the question arises whether there is still need for DAR and if so, for which tasks, or whether other actors are better suited to carry out the remaining activities. In this state of affairs the Department became aware of the need for a study which would review various institutional options for supporting reform beneficiaries and the rural community as a whole. The Department approached the German Technical Cooperation (GTZ) to assist in the preparation of such a study. GTZ has, for more than 30 years, cooperated with the Government of the Philippines in implementing its development programs. It has given special emphasis to economic reforms and poverty alleviation. In recognition of the importance of maintaining the gains of the reform for the alleviation of rural poverty GTZ responded favourably to the request. In consultation with the Director of the Policy and Strategic Research Service, Mrs. Martha Carmel Salcedo, GTZ commissioned five agrarian reform specialists and a project manager to conduct the study. A steering committee composed of DAR and GTZ was responsible for the coordination of the study. The consultants prepared an analysis of the various components of the program and made proposals for agricultural and rural development in a period after land acquisition and distribution. In order to validate their preliminary findings and conclusions GTZ organized regional consultations in Davao, Cebu, Zamboanga, Baguio and San Fernando and a national workshop in Metro Manila. The meetings provided an open forum for discussions among representatives of government and civil society about the future of CARP, DAR and its cooperating agencies. The views expressed in these meetings were considered by the consultants and as far as feasible incorporated in the study. Director Salcedo and her staff followed the various stages of report preparation and offered valuable comments on earlier drafts, without, however, interfering in the conceptual work of the consultants. In order to provide necessary background information which is needed for the understanding and justification of the various options proposed, the book traces in its first part the events that characterized the implementation of the program and describes in several sub-chapters its main components. It appraises program accomplishments and impact. It analyses shortcomings and constraints in its implementation. Each sub-chapter pinpoints lessons learned and identifies components which require further interventions. In the second part of the book the consultants provide several options for institutional change for the future development of the rural community and give special emphasis to the role of the Department of Agrarian Reform and its specialized units. On the basis of their analysis in the first part of the study they propose a number of recommendations which the government may consider in order to safeguard the achievements of the reform. In this context it is proposed that full use should be made of the experience of the able and motivated staff of DAR, both in the field and in headquarters. On the other hand it is important to realize that agrarian reform and rural development cannot be achieved by government interventions alone. While the government can provide the general legal framework, sustainable rural development requires the active participation of local level self-help groups, autonomous peasant organizations and NGOs.
